Medium Term Strategic Plan (2010 – 2015): Consultations

On May 27, 2010, the Director General presented to the Member States of WIPO a Consultation Paper on a Medium Term Strategic Plan for WIPO. This launched the consultative process through which the WIPO Secretariat is working with Member States to develop the Medium Term Strategic Plan (MTSP).

Following the consultative process, a proposed draft MTSP will be considered by the WIPO Program and Budget Committee in September 2010, prior to submission to the WIPO Assemblies. Once adopted, the MTSP will provide high level strategic direction, which will in turn guide the preparation of the next biennial Program and Budgets for 2012/2013 and 2014/2015.

Framework - The Strategic Goals

The nine Strategic Goals were approved by Member States in the Revised Program and Budget for 2008/2009, and remain unchanged in the approved 2010/2011 Program and BudgetPDF, 2010/2011 Program and Budget. The Strategic Goals, therefore, provide the approved strategic framework for the MTSP.

Strategic Goals I to VII deal with the substantive business of the organization:

  • Strategic Goal I: Balanced Evolution of the International Normative Framework for IP
  • Strategic Goal II: Provision of Premier Global IP Services
  • Strategic Goal III: Facilitating the Use of IP for Development
  • Strategic Goal IV: Coordination and Development of Global IP Infrastructure
  • Strategic Goal V: World Reference Source for IP Information and Analysis
  • Strategic Goal VI: International Cooperation on Building Respect for IP
  • Strategic Goal VII: Addressing IP in Relation to Global Policy Issues

Strategic Goals VIII and IX are the enabling goals, aimed at providing sound management and governance and trusted two way communications to support the achievement of the substantive goals and ensure accountability to Member States:

  • Strategic Goal VIII: A Responsive Communications Interface between WIPO, its Member States and All Stakeholders
  • Strategic Goal IX: An Efficient Administrative and Financial Support Structure to Enable WIPO to Deliver its Programs

The Consultation Paper elaborates on each of the nine goals, identifies the challenges and opportunities for intellectual property in the medium term, and outlines proposed strategies for addressing these challenges. It also outlines the actions required, through the Strategic Realignment Program, to ensure that the Organization is fit for this purpose and maximizes the effectiveness and efficiency of the resources at its disposal.

Accountability for Results

The MTSP marks an important milestone in the development of WIPO’s results-based management framework. The Outcomes under each Strategic Goal will establish a jointly agreed frame of reference, through which the Secretariat will be accountable to Member States for the Organization’s performance against agreed objectives. As such, the MTSP is an integral element of the WIPO Strategic Realignment Program (SRP).
