如何创建创新方面的性别指标——智利的方法

正如我们在“如何衡量创新方面的性别差距”报道中所提到的,可以通过不同方法获得具有性别分类的创新和知识产权数据。智利国家工业产权局(INAPI)企业智能主管阿尔瓦罗·冈萨雷斯先生分享了智利的成功做法和得到的结果。

冈萨雷斯先生在第二小组:关于衡量和分析美洲地区知识产权制度性别差距方面挑战的知识产权经济学家小组讨论中所作的演示介绍。

首先将INAPI的专利数据与三个外部来源相合并:

  1. 智利民事登记处。将INAPI拥有的发明人和申请人身份信息与国家记录相匹配,就能得到每个发明人和申请人的性别。
  2. 产权组织国际专利分类(IPC)。将INAPI记录中的IPC分类号与IPC分类表相匹配,就有可能将这些分类号转化到技术领域。
  3. 智利国家税务局。将专利持有人的身份信息与公司证明信息相匹配,就能获得关于申请专利的公司类型的信息。

完成后,则用以下指标汇编了一个“性别看板”:

  • 至少有一名女性发明人的专利占比。05:45
  • 随时间推移女性发明人占比。06:15
  • 女性发明人在各技术领域的占比。06:40
  • 按申请人类型划分的女性发明人占比。08:50
  • 各大学女性发明人计数。11:00
  • 各大学女性发明人占比。11:00
  • 按性别划分的教师成为发明人的占比。13:10
