The solution is simple.

Extend the dotgov TLD to any country.

The government of that country can then allocate dotgov as appropriate

eg barcelona.gov

or barcelona.gov.es

This then stops them taking commercial sites which dotcom was designed for

eg barcelona.com

Why should such a simple solution be avoided?
