اعتبارا من الأول من أكتوبر/تشرين الأول 2008، ستنسحب المعاهدتان الدوليتان الرئيسيتان بشأن حق المؤلف على منطقة هونغ كونغ الإدارية الخاصة. وقد أبلغت حكومة جمهورية الصين الشعبية المنظمة العالمية للملكية الفكرية (الويبو) بأنها وسّعت نطاق تطبيق معاهدة الويبو بشأن حق المؤلف ومعاهدة الويبو بشأن الأداء والتسجيل الصوتي المعروفتين باسم "معاهدتي الويبو للإنترنت" ليشمل منطقة هونغ كونغ الإدارية الخاصة. وهاتان المعاهدتان اللتان دخلتا حيز النفاذ سنة 2002 حسنتا النظام الدولي لحق المؤلف والحقوق المجاورة مواكبة للتحديات التي يفرضها العصر الرقمي.
As of October 1, 2008, the terms of two key international copyright treaties will extend to the Hong Kong Special Administrative Region (SAR). The Government of the People's Republic of China has notified the World Intellectual Property Organization (WIPO) that it has extended application of the WIPO Copyright Treaty (WCT) and the WIPO Phonograms and Performances Treaty (WPPT) – known as the “Internet Treaties” - to the Hong Kong Special Administrative Region. These treaties which entered into force in 2002 bring the international system of copyright and related rights more in line with the challenges of the digital age.
Desde el 1 de octubre próximo, los principales tratados internacionales sobre derecho de autor se aplicarán también en la Región Administrativa Especial (RAE) de Hong Kong. El Gobierno de la República Popular China ha notificado a la Organización Mundial de la Propiedad Intelectual (OMPI) que ha extendido la aplicación del Tratado de la OMPI sobre Derecho de Autor (WCT) y el Tratado de la OMPI sobre Interpretación o Ejecución y Fonogramas (WPPT) – los llamados “Tratados Internet” – a la Región Administrativa Especial de Hong Kong. Mediante ambos tratados, vigentes desde 2002, el sistema internacional de derecho de autor y derechos conexos se dota de medios más adecuados para hacer frente a los desafíos de la era digital.
À partir du 1er octobre 2008, les dispositions de deux traités internationaux essentiels sur le droit d'auteur s'appliqueront à la Région administrative spéciale (RAS) de Hong Kong. Le Gouvernement de la République populaire de Chine a informé l'Organisation Mondiale de la Propriété Intellectuelle (OMPI) qu'il étendait à la RAS de Hong Kong l'application du Traité de l'OMPI sur le droit d'auteur (WCT) et du Traité de l'OMPI sur les interprétations et exécutions et les phonogrammes (WPPT) – appelés “traités Internet”. Ces traités, entrés en vigueur en 2002, permettent d'adapter le système international du droit d'auteur et des droits connexes aux enjeux de l'ère du numérique.
С 1 октября 2008 г. условия и положения двух международных договоров в области авторского права распространяются на Особый административный район Китая Гонконг (SAR). Правительство Китайской Народной Республики уведомило Всемирную организацию интеллектуальной собственности (ВОИС) о том, что оно распространило применение Договора ВОИС по авторскому праву (ДАП) и Договора ВОИС по исполнениям и фонограммам (ДИФ) – известны как “Интернет-договора” – на Особый административный район Гонконг. Эти договора, вступившие в силу в 2002 г., приводят международную систему авторского права и смежных прав в большее соответствие с задачами цифрового века.
افتتحت الجمعية العامة للمنظمة العالمية للملكية الفكرية (الويبو) التي تلتئم من 22 سبتمبر/أيلول إلى 30 أكتوبر/تشرين الأول 2008 أعمالها اليوم مع تعيين السيد فرانسيس غوري بالتزكية ليصبح المدير العام للويبو. واستعرض المدير العام المنتخب أولوياته بالنسبة للمنظمة (انظر البلاغ PR/2008/564). وضم السيد غوري صوته إلى رئيس الجمعية العامة للويبو السفير مارتن إيوغيان أوهومويبهي، وهو أيضاً الممثل الدائم لنيجيريا لدى الأمم المتحدة في جنيف، إذ أشادا بالمدير العام الخارج الدكتور كامل إدريس الذي دام مساره المهني في الويبو 25 سنة بطولها.
The General Assembly of the World Intellectual Property Organization (WIPO), meeting from September 22-30, 2008, opened today with the appointment by acclamation of Mr. Francis Gurry as Director General and the Director General-elect outlining his priorities for the Organization (please see PR/2008/564). Mr. Gurry joined the Chairman of the WIPO General Assembly, Ambassador Martin I. Uhomoibhi, who is also Nigeria's Permanent Representative to the United Nations in Geneva, as well as delegates in paying tribute to outgoing Director General, Dr. Kamil Idris, for his 25-year long career at WIPO.
La Asamblea General de la Organización Mundial de la Propiedad Intelectual (OMPI), que se reúne del 22 al 30 de septiembre, comenzó hoy con la designación por aclamación del Sr. Francis Gurry en el cargo de Director General y con su reseña de lo que considera son las prioridades de la Organización (véase el comunicado de prensa PR/2008/564). El Sr. Gurry se sumó al Presidente de la Asamblea General de la OMPI, Embajador Martin I. Uhomoibhi, Representante Permanente de Nigeria ante las Naciones Unidas en Ginebra, y a los delegados para rendir homenaje al Director General saliente, Dr. Kamil Idris, por su carrera de 25 años en la OMPI.

عيّنت الجمعية العامة للمنظمة العالمية للملكية الفكرية (الويبو) السيد فرانسس غري من أستراليا بالتزكية في 22 سبتمبر/أيلول 2008 في منصب المدير العام للويبو لمدة ست سنوات ابتداء من الأول من أكتوبر/تشرين الأول 2008 حتى سبتمبر/أيلول 2014. وهنأت جملة الدول الأعضاء السيد غري على تعيينه وسلطت الأضواء على خبرته الوافرة في مجال الملكية الفكرية وما يضفي على هذا المنصب من حنكة مهنية.
The General Assembly of the World Intellectual Property Organization (WIPO) appointed by acclamation on September 22, 2008, Mr. Francis Gurry, a national of Australia, as Director General of WIPO for a six-year term that begins on October 1, 2008 and runs through September 2014. Member states as a whole congratulated Mr. Gurry on his appointment and highlighted his wealth of experience in intellectual property and the professionalism that he brings to this position.
El 22 de septiembre, la Asamblea General de la Organización Mundial de la Propiedad Intelectual (OMPI) designó por aclamación al Sr. Francis Gurry, de Australia, al cargo de Director General de la OMPI, con un mandato de seis años que se iniciará el 1 de octubre de este año y terminará a finales de septiembre de 2014. Los Estados miembros felicitaron unánimemente al Sr. Gurry por su nombramiento, poniendo de relieve la gran experiencia que tiene en el ámbito de la propiedad intelectual y la profesionalidad de que ha dado prueba hasta la fecha, y que trascenderá en su cargo.

في محاولة لتلبية احتياجات البلدان الأفريقية من الموارد البشرية في مجال الملكية الفكرية، أطلقت المنظمة العالمية للملكية الفكرية (الويبو) بالتعاون مع المنظمة الإقليمية الأفريقية للملكية الفكرية (الأريبو بهراري في زمبابوي) وجامعة أفريقيا (بموتاري في زمبابوي) برنامجا لنيل شهادة الماجستير في الملكية الفكرية. وقد التحق ببرنامج الدراسات العليا 20 طالبا من مختلف الاختصاصات (منها القانون والهندسة وإدارة الأعمال وتكنولوجيا المعلومات والعلوم المكتبية والصحافة) ويعد البرنامج الأول من نوعه في أفريقيا. وينتمي الطلاب إلى 12 بلدا أفريقيا (الكاميرون وكينيا وملاوي وموزامبيق وناميبيا ونيجيريا وجنوب أفريقيا والسودان وتنزانيا وأوغندا وزامبيا وزمبابوي). وقد أعدت برامج مماثلة تستجيب للاحتياجات الخاصة للمناطق الأخرى في مجال تعليم الملكية الفكرية.
In a bid to address the human resource needs of African countries in the field of intellectual property (IP), the World Intellectual Property Organization (WIPO) in collaboration with the African Regional Intellectual Property Organization (ARIPO, Harare, Zimbabwe) and Africa University (Mutare, Zimbabwe) has launched a masters degree program in IP. Twenty students from diverse backgrounds (including law, engineering, business administration, information technology, library sciences and journalism) have enrolled in the postgraduate program which is the first of its kind in Africa. The students come from 12 African countries (Cameroon, Kenya, Malawi, Mozambique, Namibia, Nigeria, South Africa, Sudan, Tanzania, Uganda, Zambia, and Zimbabwe). Similar programs are being tailored to the specific IP educational needs of other regions.
