Launch of the Creative Economy Data Model (CEDM) in Viet Nam

The Creative Economy Data Model (CEDM) was launched in Hà Nội on November 19, 2025, by the Ministry of Culture, Sports and Tourism (MOCST) of Viet Nam, in collaboration with the World Intellectual Property Organization (WIPO). The launch marks a significant advancement in Viet Nam’s efforts to strengthen the statistical foundations of its cultural and creative industries and aligns with the country’s Strategy for the Development of Cultural Industries to 2030, with a Vision to 2045, approved by the Viet Nam’s Prime Minister Pham Minh Chinh in November 2025.

Viet Nam is the third country in the ASEAN after Philippines and Thailand to collaborate with WIPO in piloting the CEDM to assess the capacity and performance of their national creative ecosystems.

Since 2024, the Copyright Office of Viet Nam (COV) has commissioned the General Statistics Office (GSO) to develop a set of statistical indicators for cultural and creative industries. The CEDM initiative builds upon these national efforts by linking the elements of the creative ecosystem and structuring data into a coherent model that supports evidence-based governance, strategic planning and monitoring of Viet Nam’s creative economy.

At the launch event, the Director General of the Copyright Office of Viet Nam emphasized the crucial importance of establishing a robust statistical system for the creative economy:

“The construction and application of a standardized and reliable statistical system is an urgent requirement to correctly assess the contribution and role of creative economy sectors in socio-economic development. Through our collaboration with WIPO, we aim to build the data foundations needed to recognize the true value of copyright and creativity, and to shape policies that enable these sectors to thrive.”

Representing WIPO, Mr. Dimiter Gantchev, Acting Director of the Creative Economy Data Program, underlined at the launch event the importance of Viet Nam’s early adoption of the CEDM:

“WIPO is pleased to work with the Government of Viet Nam as one of the pioneering countries implementing the Creative Economy Data Model. This initiative will help provide a comprehensive overview of the creative ecosystem and generate analytical insights essential for policymaking. It also reaffirms the importance of intellectual property as a foundation for the growth and sustainability of creative industries.”

Following the launch, WIPO experts engaged with MOCST, COV, GSO and other cultural institutions in a dedicated training program aimed at enhancing national methodologies for data collection, strengthening indicator development, and aligning Viet Nam’s statistical practices with global standards.

Through this collaboration, WIPO and Viet Nam are working to reinforce the country’s creative economy by aligning legal, institutional and statistical approaches, and developing tools to measure how copyright and creative industries contribute to development.

The adoption of the CEDM will enable more accurate and comprehensive monitoring of Viet Nam’s creative economy, support data-driven policy recommendations, and help unlock new opportunities for growth. By piloting this model, Viet Nam reaffirms its commitment to innovation, cultural development and international cooperation in the creative industries.
