WIPO-ASEAN IT Strategic Forum: Harnessing the Potential of the ASEAN IP Register for a Stronger Regional IP Ecosystem

The World Intellectual Property Organization (WIPO) organized the strategic forum in cooperation with the Department of Intellectual Property (DIP), Ministry of Commerce, Thailand with the financial support from the Funds-In-Trust Japan Industrial Property Global in Bangkok, Thailand from January 31 to February 1, 2024.
The objectives of this forum included (i) to explore Innovative IT Strategies through a knowledge exchange with private digital tech industries to uncover best practices, digital transformation strategies, and know-how, (ii) to harness Technological Advancements: Delve into the experiences of advanced IP offices in leveraging cutting-edge technologies such as including artificial intelligence and machine learning, (iii) to empower ASEAN IP Offices by Discovering WIPO's new strategies and support initiatives including ASEAN IP Register services, and (iv) to utilize the future of ASEAN IP Register as a data driven innovation platform.
About the meeting
Over 60 officials participated in this forum in person from IP office of Brunei Darussalam, Cambodia, Indonesia, Lao Peoples' Democratic Republic, Malaysia, the Philippines, Singapore, Thailand, and Viet Nam, including Director Generals, Deputy Director Generals, and senior officials who are responsible for international cooperation, policy, administration, and/or information technology management as well as officials from advanced IP offices including the Japan Patent Office (JPO) and commercial providers. The representative of the JPO shared its utilization of artificial intelligence for its examination and management.
The forum fostered collaboration and identified challenges to overcome with clear timeframe for further discussion with AWGIPC members. Moreover, following key recommendations have been emerged through the forum.
- Harnessing Data's Power: Recognizing the value of data for regional innovation, economic growth, and integration. Phased data sharing, increased accessibility, and a robust data governance framework will empower users.
- Collaboration as the Cornerstone: Establishing a clear data exchange policy, sharing best practices, and implementing a benefit-sharing mechanism will build trust and foster collaboration among ASEAN IP offices.
- Engaging Stakeholders: Active engagement with diverse user groups through workshops, training sessions, and open communication is crucial to ensure the register caters to their needs.
- Unlocking Added Value: Encouraging the creation and sharing of valuable data will further enrich the register's offerings. Partnering with service providers can unlock the potential for AI tools and advanced data analytics.
