Distinguished Heads of State, His Excellency Mr. Daren Tang, Director General of the World Intellectual Property Organization, Excellencies, Ladies and Gentlemen, On behalf of Dr. the Honorable Navinchandra Ramgoolam, Prime Minister of the Republic of Mauritius, it is an honor for me to address you on the occasion of the launching of the Global Innovation Index 2025.

I would like to extend my sincere thanks to His Excellency Mr. Daren Tang, for this opportunity to reaffirm Mauritius’ commitment to the protection and promotion of intellectual property as a driver of innovation, creativity and sustainable development.

This year's theme, ‘Innovation at a Crossroads: Charting the Future’, resonates deeply with us. As a Small Island Developing State, Mauritius has closely monitored its trajectory in this annual ranking.

We are pleased to note that in 2024, Mauritius ranked 9th among the 34 upper-middle-income economies, 1st among the 27 economies in sub-Saharan Africa and 55th globally in the Global Innovation Index.

In the same vein, our Government Program places strong emphasis on strengthening the legal and institutional framework to promote innovation and creativity.

In this regard, Mauritius attaches high priority to its accession to treaties administered by WIPO and the ARIPO.

Concrete actions are underway.

Mauritius deposited its Instrument of accession to the Harare Protocol on Patents, Utility Models and Industrial Designs on the 27th of May 2025, with membership becoming effective on the 27th of August 2025.

On a concluding note, I wish to reiterate that Mauritius places great importance on innovation and the pivotal role of intellectual property in driving economic transformation.

Allow me to express our heartfelt appreciation to WIPO and its partners for their steadfast collaboration and continued support.
