It contains 6 Chapters and 65 Articles: Chapter One (Articles 1-42) on General provisions, Chapter Two (Articles 43-48) on Special Provisions Governing Patents; Chapter Three (Articles 49-53) on Provisions Governing Layout Designs of Integrated Circuits; Chapter Four (Articles 54-58) on Provisions Governing the Protection of New Plant Varieties; Chapter Five (Articles 59-60) on Special Provisions Governing Industrial Designs; Chapter Six (Articles 61-65) on Concluding Provisions.

The Law aims to provide full protection for inventions, layout designs of integrated circuits, plant varieties and industrial designs within the Kingdom (Article 1). It indicates that the General Directorate of Patents at King Abdul Aziz City for Science and Technology is the competent authority to apply this law and its regulations (Article 3). Pursuant to the Law, a patent can be issued for an invention, which may be a product or a process or either, if it is new, and can be used in industry (Article 43). The Law provides the formal and substantial conditions for filing an application for patent allowing the Directorate to issue the protection document (Chapter II). It indicates that patent can be granted to a plant variety if it is new, distinct and uniform (Article 54), and that certificates for layout designs can be granted to designs which are original (Article 59).

Article 65 of the Law states that it entered into force thirty days after the date of its publication.
