The notification by Japan to the WTO under article 63.2 of TRIPS states:
'The Unfair Competition Prevention Act was revised (i) to enhance institutional deterrence against infringement of trade secrets, and (ii) to improve the scope of punishment concerning the crime of infringement of trade secrets.'
