1. Following a request of the Government of Costa Rica (attached) and the positive reply by the Director General (attached), it is proposed to undertake an advisory mission to promote the Beijing Treaty on Audiovisual Performances (“BTAP”) and the Marrakesh Treaty to Facilitate Access to Published Works for Persons who are Blind, Visually impaired, or Otherwise Print Disabled (“MVT”).
2. After their signature, the Government expressed interest in ratifying BTAP and MVT. The National IP Office (“Registro Nacional”) requested WIPO legislative advice for the implementation of both treaties and the assistance of Mr. Moscoso as external expert in this promotion activity.
3. The National IP Office requested the mission to last for three or four days in order to organize meetings with all relevant institutions, including the Presidency of the Republic, the National Congress, Legislative Commissions and competent Ministries; and with the main stakeholders, such as the blind community and the publishers’ association.
4. I propose that Mr. Lanteri represent the Secretariat in this activity and undertake this mission with Mr. Moscoso, as external expert in line with his recent ICS. The cost estimate is attached.
