Title: The recently established Section for the Coordination of Developed Countries (SCDC) is focused on bringing the WIPO services and activities to the attention of a broader audience in developed countries. It seeks to work through WIPO counterparts in the Governments and, through and with them, with industry, professional and other stakeholders. As the activities of the Section start to develop in areas such as the Roving Seminars on WIPO Services and Initiatives it appears important to increase the consultations with the key Governments and stakeholders concerned. In this context, a mission to Lisbon will serve to introduce the newly established section and its main functions to the Portuguese Patent Office (INPI) and to key IP stakeholders. A preliminary discussion with the Portuguese authorities showed a strong interest in launching a series of roving seminars in two cities (Coimbra, Porto) in spring this year. Moreover, the visit would offer a good occasion to explore the mechanisms used by the Portuguese office for supporting long term training of officials from IP offices in developing countries and especially from Portuguese speaking Africa. It is also proposed that a similar introductory mission is undertaken to Spain covering the Ministry of Foreign Affairs, the Ministry of Culture and the Spanish Patent Office (OEPM). Among the issues to be discussed with Ms. Patricia Garcia Escudero, Director General of OEPM, the following are listed: draft MoU between OEPM and WIPO providing an additional framework for promotional and training activities; participation of OEPM in WIPO activities in countries in transition, the OEPM experience in long term training of IP officials from developing countries and the second round of roving seminars in 2015, which could focus on the Mediterranean arch, including Barcelona, Alicante (or Valencia) and Malaga.
