As per the approved Framework for National Intellectual Property Strategy Development, copy of which is attached, it is proposed that with the assistance of an international expert this project be implemented as follows:
1) Desk review stage – undertake a thorough review of the current economic situation and IP landscape in the country as well as where, as per its declared vision, policy documents and statements, it would like to see itself in the future.
2) Stakeholder discussion stage – further deepen and refine the information gathered in the desk review stage through face to face discussions with stakeholders identified through the desk review during a three day visit to the country. It is proposed to hold these discussions by a TDC staff and the international consultant from February 9 to 12, 2016.
3) Development of the Strategy – the understanding gained in this manner will form the basis of the Strategy. The Strategy will be supported by a Road Map/ or implementation plan specifying outcomes, outputs and activities for achieving the objectives of the Strategy. These documents may amount to or form the basis of a Country Plan for a given period of time. WIPO or other appropriate international or regional bodies could contribute to it, if requested by the country.
4) Validation stage – the Strategy and the Road Map will be presented to the appropriate Governmental Body in Latvia and through them to the other stakeholders for their consideration or to all the stakeholders at a meeting organized for that purpose at the end of the project. The comments and reactions obtained through that process will serve to validate and ensure buy-in of the Strategy. If a stakeholder meeting is to be organized to validate the findings and way forward this will be the subject of a separate memorandum.
