I want to send a very special greeting to the Director General of the World Intellectual Property Organization.

To the organizers of this event and to all the participants who are with us.

The Global Innovation Index is a public policy tool that shows strengths and weaknesses in science, technology, and innovation.

It establishes a comparative framework between different countries and an identifier of investment opportunities and research.

The social impact of this measurement is enormous, because it provides us with the path to design a strategy to universalize opportunities through human talent.

Helping develop ingenuity, the capacity and genius of each person, it's the most fair and democratic way to seize opportunities, not because of a person's social status but because of their virtues.

I believe that talent, well supported by the State and harnessed by the individual, is the new form of development.

Today we all have access to artificial intelligence – which, if used properly, accelerates the pace of knowledge acquisition and gives everyone equal opportunity to information through digital analysis.

What makes the difference is how you use that information and how you overcome the challenge of your comfort zone that this powerful tool creates.

That's the key that separates those who innovate and explore from those who are simply passing through.

The future depends then, not so much on the accumulation of knowledge, but on the individual capacity to transform one's own skills into opportunities.

When that ability is combined with willpower and perseverance, our countries advance and through the creative economy reach new levels of development.

The pandemic taught us clear lessons, innovation is not a luxury, it's a necessity.

That's why we've strengthened technological education, promoting digital financial inclusion and expanded access to tools that today allow young people entrepreneurs and small businesses to be more competitive.

Today we have a clear vision a Panama that combines its tradition as a service-oriented country and a global logistics center with the development of new sectors based on knowledge, technology and creativity.

That's why we value the Global Innovation Index.

It has provided us with useful and up-to-date information to help us recognize where we are and where we should continue moving forward.

Panama is already taking that step, and we're doing it hand in hand with our human talent, which is best resource we have.
