PCT Information Update

International filing fee and related fees/fee reductions (various Offices)

On 1 July 2022, there will be changes in the equivalent amounts of the international filing fee and the fee per sheet over 30, as well as a change in the equivalent amounts of the applicable filing fee reductions listed in item 4 of the Schedule of Fees.  The two-letter codes of the receiving Offices concerned are as follows:

AT, BA, BG, CY, CZ, DE, DK, EA, EE, EP, ES, FI, FR, GR, IB, IE, IT, JP, LT, LU, LV, ME, MT, NL, PT, RO, RS, SE, SI, SK

The new amounts are indicated in Fee Table I(a) and in the corresponding parts of the PCT Applicant’s Guide, Annex C.

CN  China (telephone number)

The China National Intellectual Property Administration (CNIPA) has notified the International Bureau (IB) that only the following telephone number should now be used:

DE  Germany (filing of international applications in electronic form)

For information on the ceasing of the acceptance by the German Patent and Trade Mark Office as receiving Office of electronic filings via PCT‑SAFE with effect from 1 July 2022, and of the acceptance, with effect from the same date, by the Office of international applications filed using ePCT‑Filing, please refer to “Electronic Filing and Processing of International Applications”.

GB  United Kingdom (filing of international applications in electronic form)

For information on the acceptance, with effect from 1 July 2022, by the Intellectual Property Office1 (United Kingdom) as receiving Office of international applications filed using ePCT‑Filing, please refer to “Electronic Filing and Processing of International Applications”.

IB  International Bureau (fees)

As from 1 July 2022, there will be a change in the equivalent amount of the transmittal fee and the fee for priority document in EUR, payable to the International Bureau (IB) as receiving Office, as follows:

Transmittal fee:........................................................................ EUR 98

IL  Israel (filing of international applications in electronic form)

For information on the ceasing of the acceptance by the Israel Patent Office of electronic filings via PCT‑SAFE, please refer to “Electronic Filing and Processing of International Applications”.

IQ Iraq (general information; fees; information on the requirements of the Office as receiving Office; competent International Searching and Preliminary Examining Authorities)

It is recalled that Iraq became bound by the PCT on 30 April 2022.  General information about Iraq as a PCT Contracting State, as well as information on the requirements of the Iraqi Patent Office (IQPO) as receiving Office, has been published in the PCT Applicant’s Guide, Annexes B1 and C(IQ) at, respectively:

Please note that the amounts of the international filing fee and fee per sheet in excess of 30, payable in Iraqi dinar (IQD) to the Iraqi Patent Office as receiving Office, can also be found in Fee Table I(a).

Furthermore, the Iraqi Patent Office (IQPO) (Iraq) has specified, with effect from 6 May 2022, the Canadian Intellectual Property Office (CIPO), the Egyptian Patent Office, the European Patent Office (EPO) and the Turkish Patent and Trademark Office (Turkpatent) as competent International Searching and Preliminary Examining Authorities for international applications filed by nationals and residents of Iraq with the IQPO (or with the International Bureau) as receiving Office.

IT  Italy (deposits of microorganisms and other biological material:  requirements of the Office as designated or elected Office)

The Italian Patent and Trademark Office has notified additional requirements concerning the deposit of microorganisms and other biological material, as follows:

Where the applicant requests early publication or notifies the application to third parties earlier than 16 months from the priority date, the indications prescribed by PCT Rule 13bis.3(a)(i) to (iii) must be provided not later than that request or that notification (Legislative Decree No. 30/2005, Art. 162 (2)).

JM  Jamaica (competent International Searching and Preliminary Examining Authorities)

The Jamaica Intellectual Property Office (JIPO) has specified, with effect from 1 May 2022, the Austrian Patent Office, in addition to the Australian Patent Office, the Canadian Intellectual Property Office and the European Patent Office, as competent International Searching and Preliminary Examining Authority for international applications filed by nationals and residents of Jamaica with the JIPO (or with the IB) as receiving Office.

LA  Lao People’s Democratic Republic (general information)

Information on the requirements of the Department of Intellectual Property, Ministry of Science and Technology (Lao People’s Democratic Republic) as designated (or elected) Office has been published in the PCT Applicant’s Guide (National Chapter, Summary (LA)) at:

MK  North Macedonia (filing of international applications in electronic form)

For information on the acceptance, with effect from 15 July 2022, by the State Office of Industrial Property (North Macedonia) as receiving Office of international applications filed using ePCT‑Filing, as well as information on the electronic filing fee reductions listed in item 4 of the Schedule of Fees that will be applicable, please refer to “Electronic Filing and Processing of International Applications”.

SA Saudi Arabia (competent International Searching and Preliminary Examining Authorities)

The Saudi Authority for Intellectual Property (SAIP) (Saudi Arabia) has specified, with effect from 1 June 2022, the Japan Patent Office, in addition to the Canadian Intellectual Property Office, the Egyptian Patent Office, the European Patent Office, the Federal Service for Intellectual Property (Rospatent) (Russian Federation), the Intellectual Property Office of Singapore, the Korean Intellectual Property Office and the United States Patent and Trademark Office as competent International Searching and Preliminary Examining Authority for international applications filed by nationals and residents of Saudi Arabia with the Office (or with the IB) as receiving Office.

Supplementary international search fee (various Offices)

As from 1 July 2022, there will be changes in the amounts payable in CHF for supplementary international searches carried out by the following Offices:  the Austrian Patent Office, the European Patent Office, the Federal Service for Intellectual Property (Rospatent) (Russian Federation), the Finnish Patent and Registration Office (PRH), the National Intellectual Property Authority, State Enterprise “Ukrainian Intellectual Property Institute (Ukrpatent)”, the Nordic Patent Institute, the Swedish Intellectual Property Office, the Turkish Patent and Trademark Office (Turkpatent) and the Visegrad Patent Institute.  The new amounts are indicated in Fee Table I(c).

Furthermore, the late furnishing fee of EUR 200, payable to the Finnish Patent and Registration Office as SISA, has been added to Annex SISA (FI)

Handling fee (various Offices)

As from 1 July 2022, there will be changes in the equivalent amounts of the handling fee, payable to the following Offices as International Preliminary Examining Authorities in the currencies indicated:
