The Internal Oversight Division of WIPO (WIPO-IOD) is looking for qualified experts in the area of SMEs and Innovation to assist in a forthcoming WIPO Program Evaluation.

WIPO-IOD encourages applications from persons available to work extensively during February and March 2015 and who have the following expertise: SME and Innovation Structures, Innovation Policy and general knowledge on Intellectual Property (IP training programs, technology transfer, IP information and awareness, etc.).

Can Patent Data Predict the Success of Start-ups?

Recent years have seen an increasing interest in European startups companies as a potential engine for growth in a sluggish economic context. Despite its strengths (including good infrastructures and education), the European startup scene has yet some way to go before catching up with the US one. Funding in particular is regularly pinpointed as the main challenge. The lack of a fully developed banking, VC and financial community indeed curbs potential European technology entrepreneurs. Raising money for a new VC fund is a long and difficult process. European venture funds tend to be about half the size of US venture funds, and they are often criticized for being excessively careful.

Uncovering Trade Secrets - An Empirical Assessment of Economic Implications of Protection for Undisclosed Data

This paper takes stock of the protection of trade secrets for a sample of 37 countries, provides historical data for the period since 1985, and considers the relationship of the stringency of the protection of trade secrets to relevant economic performance indicators. The paper finds that there has been a notable increase in the stringency of trade secrets protection in a broad sample of countries during the period from 1985 to 2010. The paper also finds a positive association between the stringency of trade secrets protection and key indicators of innovation and international economic flows.

Small and Medium-Sized Enterprises in Global Markets: A Differential Approach for Services?

This study empirically investigates key restrictions to the internationalization of small and medium-sized enterprises (SMEs) in manufacturing and across different types of services. The study explores the extent to which binding constraints faced by SMEs producing goods may differ from small firms operating in services sectors and takes stock of how existing policy initiatives address some of these differences. The study suggest that while firm size clearly influences the trade performance of SMEs in manufacturing, it is an ambiguous predictor of export performance in the case of small-sized services firms. The findings show that firm size influences the choice of export channel and that small firms rely more on indirect and agglomeration networks. Finally, the results point to a strong degree of firm-level heterogeneity across services activities and enterprise size. It would seem that incorporating sectoral and size heterogeneity into existing policies might be desirable to address key constraints for SMEs.

Preservation and Protection of Traditional Knowledge – Diverse Documentation Initiatives Across the Globe

Traditional knowledge (TK) is the knowledge that an indigenous community accumulates over generations of living. A part of this knowledge is recorded in local languages and a major portion is still not recorded and remains confined to local communities. In the light of the prevalent loss and threatened future of TK, it is important to preserve it in a contemporary format that would be familiar to the future generation. Preservation also empowers the community/country to protect its knowledge from misuse and utilize it for better development. This study highlights some major documentation initiatives across the globe at the community and country levels that aim at preserving and safeguarding TK.

The Impact of Seed-Policy Reforms and Intellectual Property Rights on Crop Productivity in India

Numerous studies have shown that the liberalization of seed market policies and stronger legal protection of intellectual property rights (IPR) can stimulate private investment in agriculture, especially crop genetic improvement. However, few studies have examined whether this translates into increased agricultural productivity. This study explores this question in the context of India, where policy reforms during the late 1980s opened the door to private investment in the seed market, and where more recent reforms have afforded private innovators with stronger IPR protections over plant varieties.

WIPO Summer Schools

WIPO, in cooperation with the partners, will hold summer schools in 2015 in Santiago, New Delhi, Shanghai, Singapore, Mexico City, Geneva, St. Petersburg, Daejeon, Alexandria, and Durban.  Registration is now open for three venues, Santiago, New Delhi and Shanghai, which will take place from January 19 to 30, March 2 to 13, and May 4 to 15, 2015, respectively. 

The purpose of the WIPO summer schools is to provide deeper knowledge on each domain of IP to senior students and young professionals and to orient them towards the interface between IP and other disciplines.
