Report of the 2025 WIPO IP Judges Forum
Thank you to the more than 520 judges from 100 national and regional jurisdictions who participated in the eighth edition of the annual WIPO IP Judges Forum, held both in person and virtually on October 14 and 15, 2025.
Judges from diverse legal and cultural backgrounds, including the 42 speakers from 34 jurisdictions who participated as moderators or panelists, explored current issues in established areas of IP law and overarching themes in the evolution of IP adjudication. The enriching exchanges between participants reaffirmed the importance of judicial dialogue in shaping a balanced and effective global IP ecosystem amid a rapidly evolving innovation landscape.

WIPO Lex's expanding Judgments Collection
Explore judgments from new jurisdictions
In the past six months, WIPO Lex-Judgments has continued to grow with new Memorandums of Understanding (MoUs) signed with Hong Kong, China; Israel; New Zealand; Sri Lanka; and Saudi Arabia, bringing the total number of participating jurisdictions to 51. Hong Kong, China has since actively uploaded IP decisions to its Judgments Collection, making available 31 of the jurisdiction's key decisions on IP.

Two Recent AI-Related IP Judgments
- In Getty Images (US) Inc and Ors v. Stability AI Limited [2025] EWHC 2863 (Ch), the High Court of Justice in London rejected Getty's claims of secondary copyright infringement, but found Stability liable for limited instances of trademark infringement. A parallel action between Getty and Stability is pending in the U.S. District Court for the Northern District of California, No. 3:25-cv-06891-TLT.
- In GEMA v. OpenAI, No. 42 O 14139/24, a specialized copyright chamber of the Munich I Regional Court in Germany held that OpenAI infringed copyright-protected song lyrics by reproducing them in its AI model and in the model's outputs. Text-and-data-mining and other exceptions were found inapplicable.
China's New Regulation on Jurisdiction of Internet Courts
- A new regulation, effective November 1, 2025, revised the jurisdiction of China's internet courts to focus on new, cutting-edge, complex cases closely related to the digital economy. Among other changes, the regulation consolidates jurisdiction over disputes involving data ownership, AI algorithms, virtual property, and online unfair competition in the internet courts, while reverting disputes involving online copyright infringement to local courts. China has three internet courts, located in Beijing, Hangzhou, and Guangzhou.
Increased IP Caseload in U.S. Federal Courts
- The U.S. Courts issued the Federal Judicial Caseload Statistics 2025, which showed an increase of 9% in intellectual property rights case filings over the 12-month period ending on March 31, 2025. Cases addressing patents increased 24%, with those specifically relating to patent-abbreviated new drug applications having increased 26%.
