WIPO China: Innovation Fuels High-Quality Copyright Development in the Beijing-Tianjin-Hebei Region

The launch ceremony of the 2025 China National IP Publicity Week Copyright Theme Event and the Beijing-Tianjin-Hebei Copyright Collaborative Development Forum, was successfully held in Beijing. The event was co-hosted by the National Copyright Administration of China (NCAC), the copyright bureaus of Beijing, Tianjin, and Hebei. Distinguished speakers included Ms. Liu Hua, Director of the WIPO Office in China, and Mr. Wang Zhicheng, Director General of the Copyright Department of the NCAC.

In her keynote remarks, Ms. Liu highlighted that two major waves of innovation, the “Digital Era” driven by technologies like AI and the metaverse, and “Deep Science” led by biotech and nanotech breakthroughs, are reshaping how we live, work, and entertain. She noted that in this context, China’s creative industries and copyright protection efforts are embracing new opportunities for growth. For years, China has ranked first globally in creative product exports, and the integration of cultural and creative industries with advanced technologies has fostered a new industrial ecosystem.

Ms. Liu noted the challenges posed by the digital and AI era, including issues related to copyrightability, patentability, international coordination, data usage, information security and revenue distribution. She encouraged participants to make full use of WIPO’s five sets of "golden keys": its policy platform, registration systems, databases, cooperation mechanisms, and capacity-building tools to address these challenges. She further noted the significant potential for strengthened collaboration among top science and technology clusters in the Beijing-Tianjin-Hebei region.

Mr. Wang, in his address, outlined recent advancements by the NCAC, including legal reform, enforcement against online piracy, and the improvement of the copyright registration and copyright fair service systems. These measures have significantly boosted the competitiveness of China’s copyright industries. He urged regional authorities, especially in the Beijing-Tianjin-Hebei area, to continue addressing key challenges in copyright development and deepen collaborative mechanisms.

Representatives from the Beijing-Tianjin-Hebei region shared key advancements in copyright governance. Mr. Zhai Degang, Director General of Beijing Municipal Copyright Bureau highlighted efforts in regional collaboration, online content protection watchlists, and dispute mediation. On behalf of Mr. Zhang Ningning, Director General of Tianjin Municipal Copyright Bureau, Mr. Li Wenwei, Director of the Copyright Division, emphasized progress with the Marrakesh Treaty, traditional cultural expression IP protection, and notable success in the WIPO Youth Video Competition. Mr. Jia Wei, Director General of Hebei Provincial Government Information Office showcased new IP regulations, piloting online dispute mediation, achieving top national copyright registration numbers, and Yu County's selection as a folklore copyright protection pilot program. All three regions reaffirmed their commitment to enhancing copyright protection and services, promoting copyright commercialization, and deepening inter-provincial cooperation for high-quality development in the copyright sector.

During the keynote speeches, Ms. Tian Xianghong, Deputy Chief Prosecutor of the People's Procuratorate of Beijing Municipality, Mr. Ban Feng, Chairman of Tianjin Publishing & Media Group, and Mr. Zhao Cen, Director of Research Center for Culture and Creativity Finance, Tsinghua PBCSF, offered diverse insights into building a high-quality copyright ecosystem from judicial, publishing, and academic fields. Ms. Tian showcased innovative measures such as regional enforcement coordination against piracy, appointment of technical investigators, and application of AI tools to combat digital infringement. Mr. Ban shared his group’s strategies to build a digital publishing industrial park, promote accessibility through audio books and online games, and advance traditional culture through interactive media. Mr. Zhao underscored copyright’s dual value in supporting technological innovation and public cultural access. He proposed three recommendations to address current evaluation and coordination bottlenecks: refining assessment standards, leveraging digital technologies, and enhancing multi-stakeholder collaboration.

Several new initiatives were launched at the event. The NCAC released the 2025 Copyright Awareness Poster along with a Mobile Caller Tune Campaign. In collaboration with the National Health Commission, a policy on software legalization in the healthcare system was introduced. The Copyright Society of China (CSC) announced the "Top 10 Copyright Events of 2024" and established a copyright protection center for short-form drama. Meanwhile, the China Audio-video and Digital Publishing Association launched an action plan to promote a healthy digital music copyright environment. The Beijing High People’s Court published a white paper on strengthening copyright protection for digital public culture, while the High People’s Courts of Beijing, Tianjin, and Hebei jointly issued "Top 10 Exemplary Judicial Cases on IP Protection Related to Traditional Chinese Culture". Additionally, the Beijing Publishers and Copyright Association formed an anti-piracy alliance focused on online film and television. The CSC signed a film copyright development agreement with the China Film Association, while the Music Copyright Society of China and Tencent Music signed a memorandum of understanding on digital strategy. During the forum, the copyright associations of Beijing, Tianjin, and Hebei jointly signed a cooperation agreement to collaboratively develop the Beijing-Tianjin-Hebei Copyright Infringement Monitoring Platform.

The forum concluded with the launch of the "2025 National IP Publicity Week – Copyright Theme Campaign" and the "Beijing-Tianjin-Hebei Copyright Night" event, aimed at enhancing public copyright awareness and promoting understanding of the value of the copyright industry through exhibitions and interactive experiences.
