Currently, recording changes in the ownership of a registered IP right currently requires separate filings for each IP Office around the world. WIPO’s new Global Intellectual Property Assignment Platform (GIPAP) will provide a trusted, centralized digital clearinghouse where users can prepare, submit, and track assignment filings for multiple IP Offices through a single, guided process.
GIPAP is designed to cut costs and administrative burdens for IP rightsholders and Offices across the globe, while minimizing errors, improving transparency and respecting legal and procedural requirements in all jurisdictions.
GIPAP will complement WIPO’s suite of Global IP services for patents, trademarks, designs and geographical indications that innovators and creators use to apply for IP protections as they expand into foreign markets. The new initiative is created following consultations with Member States and IP rightsholders, including WIPO Global IP Service users, who identified WIPO as the ideal forum for creation of a global platform for easing the management cross-border IP ownership changes.

The development of GIPAP builds on several years of discussion, research, and collaboration between IP industry stakeholders, IP Offices, and WIPO.

Before Q4 2025
Global assignment prioritized by IP5 Industry associations and Offices, with WIPO support requested. IP5 Industry associations and IP5 Offices identified global assignment as a top priority and invited WIPO to join related discussions and conduct an IT feasibility study.

Q4 2025
Phase 1 initiation. WIPO IT Feasibility Study on global assignment initiated, with the support from IP industry stakeholders and IP offices.

Q2 2026
Phase 1 concluded, with the production of the IT feasibility study report and the presentation of an early GIPAP prototype.

Q3 2026 – Q3 2027
Phase 2. Development and deployment of a GIPAP pilot system, with the support of and testing from the partner IP Industry stakeholders and IP Offices.
