Global Release of the World's Top 100 Innovation Clusters

The World Intellectual Property Organization (WIPO) hosted the unveiling of the Global Innovation Index (GII) 2025 World Top Innovation Cluster Ranking on September 1st, hosted by the Hong Kong Special Administrative Region of the People’s Republic of China (PRC) at Hong Kong Science Park.

The event brought together leading policymakers, researchers, and innovators to celebrate the world’s most dynamic innovation ecosystems—geographical areas where inventors, scientific authors, and venture capital activity converge to drive economic growth and breakthrough discoveries.

This year, China continued to demonstrate strong performance in WIPO’s Innovation Cluster rankings, with multiple cities forming a high-performing tripartite cluster encompassing Shenzhen–Hong Kong–Guangzhou (China and Hong Kong Special Administrative Region, China). This Greater Bay Area cluster ranked among the world’s top innovation ecosystems, reflecting exceptional collaboration in R&D, patent activity, and venture capital investment, showcasing an integrated approach to driving regional innovation.

Mr. Paul Chan, Financial Secretary of the Hong Kong Special Administrative Region of PRC, opened the ceremony alongside Mr. Marco M. Alemán, WIPO Assistant Director General, Mr. Zhang Zhicheng, Deputy Commissioner of the China National Intellectual Property Administration, PRC, and Mr. Chen Jiachang, Vice Minister at the Ministry of Science and Technology, PRC.

Following the opening remarks, Mr. Marco Alemán and Mr. Carsten Fink, WIPO’s Chief Economist, presented the 2025 Innovation Cluster results, revealing this year’s top 100 global clusters and highlighting emerging hubs driving global innovation momentum.

Two expert panels explored regional and international perspectives on innovation excellence. The first, moderated by Professor Nancy Ip, President of The Hong Kong University of Science and Technology, examined the Greater Bay Area’s innovation strengths and future potential, with speakers from leading institutions and enterprises.

The second panel, moderated by Mr. Marco Alemán, spotlighted leading innovation clusters from Bengaluru, Cairo, and São Paulo, offering insights into what fuels creativity, collaboration, and competitiveness across diverse ecosystems.
