Developing the ASEAN TISC Network to Support Sustainable Regional Development

The World Intellectual Property Organization (WIPO), in cooperation with the Department of Intellectual Property of the Ministry of Commerce of Cambodia with support from the Funds-In-Trust Japan Industrial Property Global, organized the WIPO TISC Regional Meeting in Siem Reap, Cambodia to strengthen the ASEAN TISC Network.
The WIPO TISC Regional Meeting for Strengthening the ASEAN TISC Network was held in Siem Reap, Cambodia on February 27 and 28, 2025. The meeting was attended by 45 participants, including representatives from TISCs and TTOs from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Singapore, Thailand, and Viet Nam. To discuss plans for developing the ASEAN TISC network within the framework of the ASEAN IP Rights Action Plan, the meeting also included participation from a representative of the ASEAN Secretariat (ASEC) and the Director General of the Intellectual Property Office of the Philippines (IPOPHL), who serves as Chair of the newly established ASEAN TISC Network Task Force.
Updates on WIPO TISC Program
WIPO provided updates on the resources available to support capacity building and knowledge development of TISCs including the WIPO Toolkit on New Product Development and Inventions in the Public Domain and the roll out of the TISC Staff Foundation Certification program.
National TISC Network Developments
TISC focal point representatives from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Thailand, and Viet Nam shared key highlights and accomplishments of their respective TISC networks in 2024, along with their plans for 2025-2026. A roundtable discussion facilitated a further exchange of experiences and best practices in managing national TISC networks effectively, as well as exploring opportunities for network development, expansion, and growth.
Establishment of an ASEAN TISC Network
The ASEAN Technology and Innovation Support Center Network (ATN) has taken a significant step towards a regional approach, marking a major milestone in ASEAN’s intellectual property (IP) and innovation landscape. With the establishment of the ASEAN TISC Network Task Force in December 2024, chaired by the Philippines under the ASEAN Working Group on Intellectual Property Cooperation (AWGIPC), the region is advancing towards a more unified and strategic framework for TISC collaboration to achieve the IP commercialization and innovation goals of the ASEAN IPR Action Plan and the ASEAN Economic Community Strategic Plan 2045.
In the meeting, ASEAN representatives discussed potential regional activities aimed at further enhancing TISC capabilities, such as reinforcing regional TISC collaboration and ASEAN’s regional IP infrastructure, promoting the commercialization of intangible assets, and tackling emerging technological trends. Additional opportunities for collaboration between WIPO and the ASEAN TISC Network will continue to be explored in the future.
