Regarding your RFC #2, no, the last thing we need is a central international body governing domain name trademark issues. Your organization, the WIPO, has already messed up in the CORINTHIANS.COM case. An obvious historical precedent was ignored (Paul's letter to the Corinthians.) Your organization wrongly nullified a private individual's use of Corinthians and gave that to a South American soccer team -- one that doesn't even use English as their native tongue. Their name is Corinthiae and Corinthians.COM was registered long before their claim.
If the WIPO cannot understand the implications of this and cannot fairly rule in this matter, then your organization is an inept one that should have absolutely no jurisdiction in this matter. For more information and opinion on this matter, see these:
