from the Ministry of Culture and Information on 29 July 2002: Instructions for the contents of the license application to directly receive foreign television programs from satellites

To assist the Services of Culture and Information of the provinces and centrally-administered cities in properly and integratedly implementing the contents of the license to directly receive foreign television programs from satellites, the Ministry of Culture and Information gives more specific instructions on some contents in the said license, namely:

(1) Names of the agencies, organizations or individuals as the applicants: The organizations or agencies as the applicants must be those sealing the applications. The addresses of the organizations or agencies as the applicants must be clearly indicated.

(2) The proposal from the stipulated competent entities, for example: Chief of the Professional Department.

(3) Names of the agencies, organizations or individuals allowed to use TVRO devices to receive foreign television programs: They are agencies, organizations and individuals specified in Article 1 Decision 79/2002/QD-TTg. In many cases, the names of agencies, organizations and individuals in (1) are also the names of those in (3). However, in some cases, (1) are different from (3). For example: Hoang Minh Tourism and Trade Joint-stock Company asks for a license to directly receive foreign television programs from satellites for Huong Tra Hotel (The hotel is classified one-star without private seal).

(4) Names of the foreign television programs must be capitalized. For example: CNBC, Star Sports, MTV, etc.

(5) Names of the satellites broadcasting foreign television programs must be capitalized. For example: PALAPA C2, ASIASAT 2, THAICOM 3, etc.

(6) The entities to be served (cadres, experts, foreigners, etc.), purposes (professional work, research, entertainment, updating news, etc.).

(7) The house number, street, group, ward, commune, township, district, city administered by provinces or centrally-administered cities.

(8) The number of devices (in figures)

(9) The device's series, code and place of production. For example: GARDINER - USA, PACIFIC - South Korea.

(10) The names of agencies, organizations and individuals allowed to use TVRO devices to directly receive foreign television programs and the names of agencies or organizations as the applicants.

(12), (13) The expiration date of the license.

+ 5 years in normal

+ Other cases: relying on the duration in the Operation License, the Residence License, and the House Renting Contract.

For example: The application files are submitted in July 2002, the license shall expire in June

2007 (normal). In other cases, the month (the rounding rule) in the documents shall be the basis for the license's validity. (For a house renting contract which expires in 20 May 2003, the license to directly receive foreign television programs from satellites shall be valid to May 2003).

(14) The signature and seal of the Directors/Vice Directors of the Services of Culture and Information.

Other issues:

- Fonts and layout in all the licenses must be uniform;

- A copy to be sent of the issued license to the Ministry of Culture and Information;

- To keep records on the licenses to regularly check their validity;
