Section I

General Provision

1. This Regulation on fees for registration an innovation proposal (hereinafter - Regulation) establishes the order, size and terms of payment fees for filing and examination of an application, for registration and publication information on registration an innovation proposal provided by the Regulation on innovation proposals approved by the Government of the Kyrgyz Republic on May 27, 2002 “On approval the Regulation on innovation proposals in the Kyrgyz Republic”.
2. The size of fees provided in this Regulation establishes in local currency of the Kyrgyz Republic.
3. Fees established by this Regulation shall be paid in the appropriate order by transferring the relevant amount to the account of the State Agency on Science and Intellectual Property under the Government of the Kyrgyz Republic (hereinafter – Kyrgyzpatent).
The document confirming payment of fee is a copy of payment order that has stamp of bank on payment or a bank receipt on payment fee by cash or by transferring form the personal account.
4. Payment of fees shall be paid in the amount of indicated in Section II of this Regulation.
5. To the citizens of the Kyrgyz Republic the following preferences on payment fees are considered by this Regulation:
a) participant of the Great Patriotic War or individual equated with him/her, disabled person of group I
are exempt from payment registration fees;
b) Retirees, disabled persons of groups II, III, students, post-graduates are pay 50 percent from the established payment fees.
The privileges provided in subparts a) and b) of part 6 of this Provision are available upon request of applicant (author). The copy of appropriate documents is basis for presenting a privilege: Certificate of participant of the Great Patriotic War, certificate of participant of war for civilian contractors, certificate on work issued during the Great Patriotic War, references from medical labor expert committee, document issued by the territorial department of the Social Fund of the Kyrgyz Republic, educational or scientific institution.
The request on presenting a privilege for payment fees shall be submitted to the State Patent Service of the Kyrgyz Republic (hereinafter referred as Kyrgyzpatent) together with an application.
6. Failure to present documents confirming payment fees in the established size leads to stopping work concerning registration.
7. Paid fees is not refundable, except when his/her payment was made in the amount exceeding established by this Provision or where the action for which the fee has been paid, has not been performed.

For filing and examination an application, the document confirming payment fee shall be provided together with an application during its submission. At no providing the document confirming payment fee in the appropriate manner will be considered unfiled.

For registration of innovation proposal and issuing certificate on its registration, the document confirming payment fee shall be provided within 14 days from the date of receipt by author the decision on recognition proposal as innovative. At no providing the document confirming payment fee in the appropriate manner will be considered unfiled.
