The Constitution of Montenegro of 2007 establishes an independent and sovereign State, with a republican form of rules. Montenegro is a civil, democratic, ecological and the state of social justice, based on the rule of law.
Articles 76, 77 and 78 in Chapter Four recognizes as economic, social and cultural right the freedom to publish works of science and arts, scientific discoveries and technical inventions.
The moral rights, as well as property rights of the author are specifically guaranteed.
The Constitution also specifies the protection of the scientific, cultural, artistic and historic values as well as the natural and cultural heritage by the State.
