The notification by Mozambique to the WTO under article 63.2 of TRIPS states:
'This Decree provides detailed regulations for the obligatory stamp on audio recordings, and assigns to the National Book and Record Institute (Instituto Nacional do Livro e do Disco) the power to authenticate recordings produced domestically and imported recordings, through the placing of the stamps. The stamp is defined as a label that guarantees that a recording is either produced nationally or imported legally and that guarantees its authenticity.'
