The notification by Brazil to the WTO under Article 63.2 of TRIPS states:
'The Decree establishes provisions regarding patents whose object is of national defense interest and regulates the inventions, utility models and industrial designs developed by employees of direct and indirect federal, State or municipal public administration, and by federal, State or municipal government foundations.'
