Year of Version 2011 Dates Amended up to: December 7, 2011 Entry into force: July 1, 1995 Signature: April 28, 1995 Type of Text IP-related Laws Subject Matter Enforcement of IP and Related Laws Notes This consolidated version of Federal Constitutional Law No. 1-FKZ incorporates all the amendments up to “Federal Constitutional Law No. 4-FKZ of December 6, 2011, on Amendments to the Federal Constitutional Law on the Judicial System and the Federal Constitutional Law on Commercial (“Arbitrazh”) Courts of the Russian Federation in respect of the Establishment of the IP Court in the System of Commercial (“Arbitrazh”) Courts”, which entered into force on December 7, 2011, on the day of its official publication on the website of Official Internet-Portal of Legal Information (http://www.pravo.gov.ru), in accordance with its Article 6.

For the amendments introduced by the said Federal Constitutional Law No. 4-FKZ to this consolidated version of Federal Constitutional Law No. 1-FKZ, see the following provisions:
- Chapter II entitled “Powers and Procedures for the Establishment and Functioning of the Supreme Arbitration Court of the Russian Federation” is amended as follows:
(i) Article 3 is supplemented with the words ‘specialized arbitrazh courts’;
(ii) the words “…and arbitration courts of the Russian Federation' are replaced by the words '…arbitration courts of the subjects of the Russian Federation and specialized arbitration courts' in Article 8, paragraph 2, subparagraph 1;
(iii) Article 10, paragraph 1, subparagraph 1 is amended and reworded as follows: “1) examines cases as a court of first instance within the limits of its competence, as defined by the federal law”; and
(iv) Article 13, paragraph 1, subparagraph 6 is supplemented by the words “and specialized arbitrazh courts”, and subparagraph 8.2) is added to Article 13, relating to the appointment of the Chairman and judges of the specialized arbitrazh courts;
- Chapter III, Article 24, paragraph 1; Article 26, paragraph 2; and Article 30, paragraph 4 where the words “unless otherwise established by the federal law” are added;
- Chapter III.1., Article 36, paragraph 1 where the words “unless otherwise established by the federal law” are added after the words “arbitrazh appellate courts”;
- Chapter IV, Article 40, paragraph 4 where the words “federal district arbitrazh courts and specialized arbitration courts” are added after the words “the Supreme Arbitration Court of the Russian Federation”;
- Chapter IV.1 (Articles 43-2 to 43.11) is added relating to the powers and rules for the establishment and functioning of the Intellectual Property Court.
