The Notice, which was made by the Federal Ministry of Justice pursuant to Section 8(2)(8) of the Law on the Protection of Trade Marks and other Signs, provides the specific exclusion from registration as trademarks of flags, other emblems, abbreviations and names of international intergovernmental organizations.

The exclusion concerns the abbreviations, emblems, flags and names of the International Office of Epizootics (IOE), the Eurasian Patent Organization (EAPO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), and the European Investment Bank (EIB).
