Ratification was accompanied by the following declaration: "The provisions of Articles 5 and 14(1) of the Convention Establishing the World Intellectual Property Organization signed at Stockholm on July 14, 1967, are not in accordance with the principle of universality of treaties, by which all States have the right to become parties to multilateral treaties regulating questions of general interest."
