Signature and ratification of the Stockholm Act (1967) were accompanied by the following declaration: "The People's Republic of Bulgaria considers that the provisions of Article 24 of the Convention, which grant to countries the right to extend the application of the Convention to territories for which they are responsible, are contrary to modern international law and to the Resolution of the General Assembly of the United Nations on the grant of independence to colonial countries and peoples."Stockholm Act (1967): With the declaration provided for in Article 28(2) relating to the International Court of Justice.
