Nicaragua, the largest country in the Central American isthmus, with a population of 6 million, joined the PCT in 2003. Since then, only 3 international applications have been filed from Nicaragua. Bearing in mind that, for instance, 18 % of the Nicaraguan national budget is devoted to education and Nicaragua's higher education system consists of 48 universities, and 113 colleges and technical institutes, the low level of international applications is in contradiction with the existing estimated potential.
