1. The Ambassador of the Republic of El Salvador before the World Trade Organization, Francisco A. Lima Mena transmitted, by letter dated June 8, 2015 (copy attached), the request of the Executive Director of the National Center of the Registry (Centro Nacional del Registro –CNR-), Mr. Rogelio Canales Chávez concerning the organization of a National Workshop on Patents in El Salvador (copy attached).
The Director General, by letter of 24 June, 2015 (copy attached), replied positively to this request.
2. Although the emphasis of the authorities’ request has been put on patents, it had been clarified through informal conversations, that other policy issues such as patent-related flexibilities should be also part of the program.

Program: The program covers the evolution of the patent legal framework in Latin America, and in particular the way those legal texts incorporate different policy issues, including but not limited to flexibilities and the links between different policies, such as patent policy and health, agricultural, competition policies. The program shows the long standing influence of multilateral treaties and the most recent one of preferential trade agreements, in shaping those legal frameworks.
Participants to be invited: The local co-organizer would take care of the invitations, which will be addressed to government officials, policy makers, academy and private sector, including local and foreign entrepreneur’s chambers.
Invited speakers: Two local experts to be proposed by the host country.
