By June 2012, our office will start to accept electronic filings. The ones still presented on paper may be subjected to follow ST.22 recomendations, but this will be subjected to our government policies regarding the sustainable use of natural resources.

The writing rules for application filing in SIPO's examination guidance has never been revised since its first edition in 1993, and embodies a favorable inheritance feature. To respect applicants' writing habits, the adaptive revision to correspond with ST. 22 has yet not been made. However, the writing rules for application filing in SIPO's examination guidance partly conform to ST. 22, and the research of WIPO standards is also ongoing.

Our guidelines adress some of the recommendations of the St. 22, but these recommendations go way back

Part of the Office Administrative Regulations containing requirements to the filing of applications has been published simultaneously with the adoption of the revised ST.22. That is why our Office filing guidance does not provide for all ST.22 requirements. Our Office is interested to implement almost all ST.22 requirements. However, the dead line for this implementation has not been established yet.

The Regulation is an adaption of WIPO Standard ST.22

The Office has issued and made available to the public via web page and its filing room a filing guidance having provisions laid down in the ST.22, but not referring to the standard as such neither containing complete and exactly the same provisions of the standard. The reason to change the regulation was that some applicants started to submit texts in font 7 or less. Our old regulation did not forsee such behaviour. With the new regulation we can ask the applicant to submit the application in a "readable" way.

The Best Practice Guide referred to in Question 6 was only implemented on 1 July 2011, so too soon for us to comment on any improvement our Office has seen.

We believe that these improvements have been caused rather by common applicant computerization than by implementation of new Office Administrative Regulations or ST.22, as the requirements for the paper quality and application layout have not been changed at least for the last ten years.

OCR is carried out by software ABBYY Fine Reader 9.0. Before the OCR process, scanned document pages are divided for blocks: text, tables or images. OCR-ed text is corrected by operator. Pages are saved in MS Word as file of rtf format. Each file is named according to the type of application part – abstract, description, claims. Then the text is formatted in MS Word. Mathematic and physical formulas are put in the text as image objects by formula editor Microsoft Equation. Chemical formulas are put as objects by software ISIS Draw.

New patent abstracts are OCR:ed each day, and are thereafter manual controlled. Public patent applications and patent documents are OCR:ed once a week automatically.

If the documents are identified as defective, they will be withdrawn back to the contractor for reprocessing. If the documents are found to be defective after publication, the documents will be republished or re-announced respectively with A8, A9, etc. as document type identification.

Our Office does not use OCR because we do not need it. All applications are required to meet the requirements of the Regulations, especially Article 8 & 11:

Article (8): Conditions and Provisions for Filing an Application

1. Applications for granting protection documents and forms shall be submitted in paper form typed on computer in Arabic (using Simplified Arabic font, size 14 for Arabic script and Times New Roman font, size 12 for Roman script) and shall be clear. A copy on an electronic medium shall be provided in accordance with the conditions stated in the chapters of this Part. The forms shall contain all the information required and answers to all the queries.

Article (11): General Conditions for the Specification:

The Specification shall include the following contents and in the following:

5. White size A4 paper shall be used.
6. The papers shall be clean, with no scratches, amendments, cancellation or any carbon stains.
7. Only one side of each paper shall be used.
8. The space between lines shall be about 1 cm.
9. Dimensions of margins (except for the drawings) in all pages shall not be less than the following: top 2 cm., right 2.5 cm., bottom 2 cm., left 2 cm., and they shall not be more than the following: top 4 cm., right 4 cm., bottom 3 cm., left 3 cm.. The margins shall be completely clear.
