Strategic Realignment Process: Strengthening the Internal Control System Project of WIPO

The World Intellectual Property Organization (WIPO) is an intergovernmental organization with its headquarters in Geneva.  It is one of the 16 United Nations specialized agencies and is responsible for promoting the protection of intellectual property throughout the world, including the administration of the Patent Cooperation Treaty (PCT), and also the international registration of marks.
 
 
1.         Background
 
In 2010, a Strategic Realignment Program (SRP) was launched by WIPO’s Director General in order to equip the Organization with the capacity and tools to address key challenges in the external environment and within the Organization.
 
The SRP intends to bring new focus to the Organization’s culture and values, greater efficiency in its business processes and better alignment of the Organization’s programs, structure and resources to the nine Strategic Goals.
 
 
2.         Objective
 
The overall objective of the “Strengthen internal control system” is to contribute to the overall SRP Value Outcome:  “We take ownership for our performance and achieve results.”
 
 
3.         Outcome and Outcome Indicators
 
Reaching the overall objective will require achieving the outcomes listed below measured by the associated outcome indicators. 
 
·         Identify, prevent and mitigate key risks to people, systems, operations and assets;
·         Improved compliance with policies and procedures.
 
A comprehensive internal control system that is embedded within the business processes of the Organization.
 
 
4.         Terms of Reference (TORs)
 
·         Define a sound and effective internal control system for the Organization by:
 
-          Setting internal controls objectives : determining which types of risk (e.g. Financial, Compliance, Operational, Strategic etc.) will be addressed through internal controls, and to which part of the organization they will be addressed;
 
-          Strengthening WIPO’s control environment : assessing the level of controls that are in place (leveraging on the Internal Controls gap assessment from IAOD); carrying out an inventory of the documented policies and procedures, of WIPO’s governance and organizational structure, reporting lines, delegation of authority and performance management;

-          Establishing a risk assessment system and apply to the scope : developing an approach to identifying risks and apply this approach to the organization, or part of the scope as defined;

-          Implementing the required control activities to identify, prevent and reduce risks – developing and implementing cost effective actions to reduce the most important and key risks identified under the previous step;
 
-          Disseminating information on internal controls to staff – developing an approach to delivering the information on internal controls to staff and implement these;

-          Monitoring effectiveness of internal controls – conducting an ongoing risk assessment process and identifying if risk management approaches are effective.
 
·         Conduct a comprehensive risk assessment of the Organization beginning at the top and cascading down into the different programs;
 
·         Launch a pilot internal controls system in the Administration and Management (A&M) Department in order to strengthen key entity level controls of the Organization.
 
 
5.         Qualifications
 
The team will require the following skills:
 
·         Experience with Enterprise Risk Management, Internal Controls and with implementation of Results Based Management;
 
·         Experience in working on major projects within International Organizations;
 
·         Relevant university training, particularly in the fields of Finance, Management and Audit;
 
·         Fluent English and working knowledge of French.
 
 
The purpose of this call for EOI is to identify appropriate companies who can potentially fulfill the requirements.  The call for EOI does not constitute an invitation to tender, and only those companies that respond and are deemed qualified upon completion of an objective evaluation of their submission will receive the invitation to tender. A reply to the call for EOI does not automatically guarantee receipt of the invitation to tender when issued.

The selection will take into account the answers to the questionnaire according to the following criteria:
 
(a)     Experience and expertise of the company;
(b)     Experience with similar projects;
(c)     References of projects with national and/or international administrations;
(d)     Methodology and tools.
