Request for Proposals No. PCD/07/035 for the Provision of Security Guard Services to WIPO Headquarters in Geneva, Switzerland

The World Intellectual Property Organization (WIPO) is an intergovernmental organization with its headquarters in Geneva, in the French-speaking region of Switzerland.  It is one of the 16 United Nations specialized agencies, and is responsible for promoting the protection of intellectual property throughout the world, including the administration of the Patent Cooperation Treaty (PCT), and also the international registration of marks.
 
This is a Request for Proposals (RFP) for the provision of security guard services to WIPO at its headquarters in Geneva, Switzerland. Participation in this tender is open to all interested companies that are qualified and in compliance with the applicable Swiss laws and regulations governing private security companies in the Swiss cantons that are members of the “ Concordat sur les Entreprises de Sécurité”.  The complete set of tender documents will be sent to all interested and qualified companies upon presentation to WIPO of all the relevant documentation proving or certifying compliance with the following:
 
-    Concordat sur les Entreprises de Sécurité - La Conférence Latine Des Chefs des Départements de Justice et Police (CLDJP - Octobre 1996), and
 
-    Convention Collective de Travail pour la Branche des Services de Sécurité (VSSU - Janvier 2004).
 
In addition to presenting proof of compliance as indicated above, all interested and qualified companies are requested to give WIPO the option to seek further clarification of the company’s qualifications and to verify compliance directly with the appropriate Swiss authorities.  A written declaration granting WIPO permission to contact the relevant authorities for this purpose (click to download here) must be signed by an authorized officer of the company and returned to WIPO.
 
The complete set of tender documents will be sent ONLY to those interested and qualified companies that have satisfactorily demonstrated their qualifications under the applicable Swiss laws and regulations mentioned above, and have signed and returned to WIPO the written permission for WIPO to seek further clarification and to verify the company’s qualifications as required above.
 
The deadline for submission of all of these requirements and requesting for the full set of tender documents is July 31, 2007. The deadline for submission of offers in accordance with the requirements contained in the full set of tender documents is August 20, 2007.
