(EN) [PROBLEMS] To realize data transmission without lowering the transmission rate even for a transmission path having a comparatively high packet loss ratio. [MEANS FOR SOLVING PROBLEMS] A transmission device (1) includes: a data transmission unit (11) for transmitting a data packet (50) containing data, a data serial number indicating the data order, and a transmission serial number indicating the transmission order and receiving an acknowledge packet (60) containing the next data serial number, a bit string indicating the reception state, and a transmission serial number which has been received; a transmission history storage unit (14) for storing a transmission history of the data packet transmitted by the data transmission unit (11); and a retransmission control unit (12) for referencing the transmission history storage unit (14) so as to specify a data serial number requiring retransmission according to the acknowledge packet (60) received and instructing the data transmission unit (11) to perform retransmission. A reception device (2) includes a data reception unit (21) for receiving the data packet (50) transmitted from the transmission device (1), generating an acknowledge packet (60) for this, and transmitting it to the transmission device (1).
