The catalyst (1) includes a noble metal first constituent (2); a transition metal compound second constituent (3), part or all of which forms a complex with the noble metal; a third constituent element (4) that is in contact with the complex and has an electronegativity of 1.5 or less; and a porous carrier (5) that supports the noble metal, the transition metal compound and the third constituent element (4), and that is such that part or all of which forms a complex oxide with the third constituent element (4). | |||||||||||
