Support for PCT-ROAD

The PCT-ROAD Project is a WIPO and KIPO cooperation project and WIPO provides support for PCT-ROAD. It is available to any PCT receiving Office (RO). Any RO can be a pilot user or directly start official PCT electronic processing with the PCT-ROAD system. If you are interested in using the system, please contact us.

It is easy to set up the PCT-ROAD system. Basically only one server PC is required to deploy the system and operate PCT e-filing. However, the system can be extended simply by adding client PCs to the server machine according to the PCT workload increase and the available human resources.

The PCT-ROAD is a web-based stand-alone software. The PCT-ROAD S/W is installed only on the server machine. Client PCs operate with the PCT-ROAD server through web-connection to the web browser (i.e. Internet Explorer) and therefore client PCs do not need to install the PCT-ROAD S/W.

The selection of the system configuration depends on the number of applications filed in a year and the number of staff available to handle the applications. Simple configuration is adequate for PCT ROs which receive few PCT applications and have limited PCT staff. In this case, only one PC is required to set up the PCT-ROAD system and operate it. If your Office receives many PCT applications and the PCT business section is composed of several staff members (i.e. a system administrator, receiving Officers, formality examiners), it is convenient to consider the advanced configuration of the PCT-ROAD system with a server machine and several client PCs as well.


System Requirements

Hardware requirements (server machine and client PC)

  • Computer Processor : Pentium IV or higher
  • RAM: 1 GB or higher
  • Available Hard Disk Space: 100 GB or higher
  • Diskette Drive : for PCT-EASY filing mode
  • CD-ROM or DVD drive and software: for CD installation and physical media filing mode
  • CD or DVD writer : for saving RO WASP file on physical media
  • Network Environment for using the Electronic Data Interchange(EDI)
  • Color Monitor
  • Printer (A4 size)
  • Scanner (300 dpi)


Software Specification

For the Server machine:

  • Microsoft Windows XP Professional SP2
  • Microsoft Internet Explorer 6.0 SP 2 or higher


※ Version 8.0 of explorer is recommended for the system stability.

  • Adobe Acrobat Reader (PDF) 7.0 or higher


※ Version 9.0 of Adobe Acrobat Reader (PDF) is recommended for the system stability.


 For Client PCs

  • Microsoft Windows XP Professional SP2
  • Microsoft Internet Explorer 6.0 SP 2 or higher
  • Adobe Acrobat Reader (PDF) 7.0 or higher

※Version 9.0 of Adobe Acrobat Reader (PDF) is recommended for the system stability


  • Virus vaccine software
  •  Scanning software
  • CD burning software
  • Optimal monitor resolution 1024*768(recommended)

All software as above should be installed in the default installation path.


Tips for successful installation

  • Installation file and folder names

 To ensure the correct installation of the PCT-ROAD software, users are advised not to modify the name of the installation file. Please do not change the install path during the setup (Installation for the first user).

  • Upgrade by using the patch file

Previous version 2.5.2 users have to use the patch file to upgrade the PCT-ROAD system. Please contact us at the e-mail address ( in order to obtain the patch file, and then execute it. In order to upgrade easily, please refer to the patch manual.

  • Restarting Windows during installation

You may see the “Restart Now” message from Windows during the installation of PCT-ROAD because several associated software: Java environment, Tomcat and MySQL  will also be installed before the PCT-ROAD software. If you see the “Restart Now” message before the installation is complete, please do not restart Windows. If you restart  Windows before the installation of PCT-ROAD is complete, you will have to uninstall all the associated software and restart the installation procedure.

  • Running Tomcat (Web server) software

Please run the Tomcat software to use PCT-ROAD after installing or upgrading the PCT-ROAD software. When the Tomcat software is running, the Tomcat icon will be shown in the Windows Taskbar Notification area. Right-click and select  “Configure…”. This will open the “Apache Tomcat Properties” window. Click the “Java” tab, and set the “Initial memory pool (value: 256MB) and “ Maximum memory pool” (value: 512MB). After having set the values, right-click on the Tomcat icon and select  “Start service” to launch the PCT-ROAD system.

  • ID and Password

PCT-ROAD is protected by an ID and Password. It is recommended that you change the administrator password for the management and security of information. If a formality examiner forgets his/her ID and/or Password, the PCT-ROAD Administrator of the RO will be able to provide support for this issue.

  •   RO Setting

Please log-in with the administrator account and set values for all the Information relating to the receiving Office before using PCT-ROAD. If the RO settings are not properly entered, it will not be possible to start theformality examination in PCT-ROAD system.

  •   Fee management

It is required to set up the fees table of the RO to calculate fees. Please log in as the PCT-ROAD Admin account to set up the fees table and enter the PCT fees information provided by the WIPO.

  •   Setting scanner and file names of scanned upload image

Paper applications should be scanned in order to upload the files in the “Upload Scanned IA” menu. Paper applications should be checked according to the rule and the scanned file name should be set as “File name-sequential number.tif” according to the Naming Rule (refer to page 68 of PCT-ROAD.user.manual.v4.0_May2011_en.doc). The directory path where the scanned image is stored and the file name MUST be written in English. Scanned File Format (Scanner configuration) - Paper applications should be scanned  in TIF format, Black and white 300 dpi, G4 compression, and A4 size.
