The Working Group was established in accordance with a decision of the Assemblies of the Paris Union, the Patent Law Treaty and the PCT Union. The Assemblies mandated the Working Group to consider matters associated with the establishment of a digital access service for priority documents to be administered by the International Bureau of WIPO. In particular, the Working Group is required to make recommendations for framework provisions and appropriate procedures for administering the service.
Participation in the Working Group is by invitation: as members, of those States that are members of the Paris Union Assembly, the PLT Assembly and/or the PCT Union Assembly, and of certain intergovernmental organizations that represent regional Patent Offices; and as observers, of other States and certain intergovernmental and non-governmental organizations. Meeting documents are available on WIPO's website via WIPO/DAS/PD/WG.
An electronic forum has been set up to facilitate the work of the Working Group. The forum provides for the submission of comments by States and organizations participating in the Working Group, the browsing of posted comments, and subscription to an e-mail notification service.
