Priority Documents Electronic Forum

Working Group

The Digital Access Service for Priority Documents is to be established and administered by the International Bureau of WIPO according to recommendations from the Working Group on the Digital Access Service for Priority Documents. Meeting documents are available on WIPO's website via WIPO/DAS/PD/WG. This electronic forum is intended to facilitate the work of the Working Group.

Specific items on the Working Group's agenda are the following (documents will be posted on the website as they become available):

  • System architecture
  • Organizational structure
  • Framework provisions 

Issues

Examples of some specific issues that may be addressed by the Working Group include the following:

  • What authentication mechanisms are needed to ensure the confidentiality of priority documents that are not yet publicly available?
  •  What arrangements should be made for access through the service to priority documents held in other digital libraries?
  • Should Offices other than the Office of first filing be entitled to make priority documents accessible via the service?
  • Under what circumstances, and by what mechanisms, should previously confidential priority documents be made publicly available (for example, at the request of the applicant, of the Office of first filing, or of an Office of second filing)?
  • How should translations of priority documents be handled by the service?
  • What fees should be charged in relation to the use of the service?

Comments on any of the above or other relevant issues for posting on this site may be submitted by States and organizations participating in the Working Group, by e-mail sent to WIPO's secretariat at pdoc.forum@wipo.int. Interested persons may browse comments posted on the forum and/or subscribe to the forum's e-mail notification service in order to be informed by e-mail when new documents or comments become available.
