Dr. Li Yuguang Deputy Commissioner State Intellectual Property Office (SIPO) Beijing

Dr. Li Yuguang, senior engineer, graduated from Institute of Metallurgy and Material Engineering of Chongqing University. After that, he went to study at the Technical University of Berlin, majoring in automation control in the Institute of Measure and Control systems, where he obtained his doctor's degree of engineering.

1988-1995, he successively worked in Germany and Italy. 1995-1998, he worked as Deputy General Manager and Chief Engineer in Foshan Electric Industry Parent Company (Group Company) in Guangdong Province of China. 1998-2003, he was appointed as Deputy Mayor of Foshan City and Director of Management Board of Hi-tech Industry Development Region in Guangdong Province of China. 1995-2003, he was the Standing Member of the People's Political Consultative Conference of Guangdong Province.

He has been appointed as Deputy Commissioner of the State Intellectual Property Office of P. R. China since September 2003.

A member of the ninth, tenth and eleventh session of the Chinese People's Political Consultative Conference.

Abstract of Dr. Li Yuguang’s Speech

Consideration Towards Development of Intellectual Property System

The changes of external environment and the need of self-development have brought new challenges to the current IP system. This article aims at expressing ideas on the current global IP collaboration through China’s development experiences and the author’s consideration towards the IP system development under the new circumstances. The article gives special emphasis on issues like focusing on IP offices’ costs and returns under the influence of financial crisis; keeping in consistency with the transformation of economic growth mode by actively encouraging green innovation; promoting patent technology utilization and implementation; and fostering sound IPR cultural environment.

李玉光博士，男，高级工程师，毕业于重庆大学冶金及材料工程系，后在德国柏林工业大学测量与控制技术研究所自动控制专业学习，获工学博士学位。

1988年至1995年先后在德国、意大利工作。1995年至1998 任中国广东省佛山市电器工业总公司（集团公司）副总经理、总工程师。1998年至2003年任广东省佛山市副市长、高 新技术产业开发区管理委员会主任。从1995年至2003年任广东省政协常委。

2003年9月起，任国家知识产权局副局长。
