Shri P.H Kurian is an IAS officer of 1986 batch of Indian Administrative Services (IAS).Before taking over as Controller General of Patents, Designs and Trademarks on 22nd January 2009, he was a Secretary to Government of Kerala,(Industries-Investment Promotion).He holds a Master Degree in Chemistry and did research for three years in the Institute of Science, Bangalore which is one of prestigious Institutes of India . After district collectorship, from 1998 onwards he was connected with various jobs relating to the field of industry, Labour Commissioner, M.D of State Financial Corporation, Director of Industries (3 years), M.D of State Industrial Development Corporation (4.5 years), Secretary to Government Industries Dept(5 years), Secretary I.T(1.5 years). This experience gave him a good exposure to various sectors of industries in Kerala, India and abroad. He has a wide network of friends in the industry both within the country and abroad. During his M.Dship of K.S.I.D.C, he has been director of many government and private companies in the infrastructure, manufacturing, tourism, and healthcare sectors.

As industries secretary and I.T secretary, he has successfully negotiated many infrastructure projects in the PPP mode, which includes the smart city at Cochin and many other projects of Kerala Industrial Infrastructural Development Corporation. He has also visited about twenty countries either as leader or as member of national and state business delegations.
