Pierre Buffet received a degree in Informatics at Ecole Centrale de Lille. He worked in Operational Research for the Navy before establishing the Pascal Database at CNRS. Cofounder of Questel in 1978, he initiated works with INPI, EPO, WIPO and Derwent. He has been a major contributor to the Derwent-INPI-Questel cooperation, and to the development of EPOQUE.
Trustee of the CSA Trust, he works with trade associations: PDG, WON, PIUG, PATCOM or GFII. He is a programme committee member of the ICIC Conference (Infonortics), served for 10 years as Associate Editor of the ACS Journal of Chemical Information and Computer Sciences and has been President of EUSIDIC for 3 years.
He received 3 awards:
- 1987: EUSIDIC Personality of the Year,
- 2001: Online Silver Jubilee Lifetime Achievement,
- 2006: International Patent Information Award.

Pierre Buffet – Questel
Worldwide information flow among players – offices, applicants, information services and third party users – is critical. This impacts data formats on both structure and contents definition, interconnectivity and exchange protocols, for optimal sharing between players of tasks such as search and search assist, display or export, document ordering, post processing or groupware in general. Common tools and standards are critical and should be a compromise between players’ needs and constraints. For decades, Questel and other service providers aimed at interconnecting various data sources and various players. They thus are strong supporters of WIPO initiatives and are grateful to take part to SCIT activities via PATCOM, their trade association. Contribution d’un fournisseur de service d’information

Les flux d’information entre acteurs – offices, déposants, services d’information et utilisateurs tiers – sont essentiels. Ceci impacte les formats de données tant sur le contenu que leur structure, l’interconnexion et protocoles d’échange pour un partage optimal entre acteurs des tâches telles que recherche et aide à la recherche, visualisation et exports, commande de documents, post-traitement ou travail collaboratif en général. Des outils et des normes communs sont essentiels, qui résultent d’un compromis entre besoins et contraintes des différents intervenants. Depuis des décennies, Questel et les autres services ont eu pour objectif d’interconnecter données et services. Ils sont ainsi de fervents promoteurs des initiatives de l’OMPI et lui savent gré de participer aux activités du SCIT via PATCOM, leur association professionnelle.
