Julio Raffo has done his PhD thesis on innovation in developing countries. After actively participating in the Ibero-American Network of S&T Indicators (RICYT) for five years, he has accumulated a large experience on S&T indicators and the particular difficulties of applying them to developing countries. Since his arrival at EPFL-CEMI, he has been specialized in the development of new methodologies to produce new and more reliable indicators from large patent datasets (such as PATSTAT, WIPO-PCT or NBER), including name matching algorithms and patent families corrections.
Abstract
Provisional title of presentation: “A stroll Along Academic Use of IP Statistics”
IP statistics represent a critical tool for scholars, statisticians and policy makers interested in innovation and intellectual property rights. Recently, efforts have done to adapt large IP bibliographical repositories and IP management databases to facilitate the production of statistics (e.g. PATSTAT). This opens a brand new opportunity – not without its share of difficulties – to produce more creative and reliable views of the IP information. A review of the new trends of IP statistics done by academia based on this new data is proposed.
