  • Issues to discuss: Digital broadcasting and non-interactive streaming services (simulcasting, webcasting, IPTV etc.).  Interactive online and mobile services: diversification of business models (pay-per-act services, subscription services, services financed by advertising receipts).  User-generated content and social collaboration platforms (Myspace, YouTube, Wikipedia, etc.).  Transition of P2P exchanges from piracy to legitimate, legal, profitable ventures.

  • Issues to discuss:  Advantages deriving from collective management to promote availability of content, guarantee fair remuneration to rights holders and provide legal certainty to users.  Individual licensing.  International and European rules in relation to Internet services providers’ liability.  What is the way forward in the fight against illegal use of protected content in the Internet?  Traditional criminal sanctions, graduate response, global license? Collaboration between collective management organizations (CMOs) and Internet service providers.

  • Issues to discuss:  Good governance of collective management organizations in relation to their members:  freedom for rights holders to choose the CMO in charge to administer their rights, criteria for representation of members and decision-making, internal controls, transparency and accountability.  Good governance of CMOs in relation to the users:  transparency of tariffs, compliance and dispute resolution mechanisms, obligations of users vis-à-vis CMOs.  Good governance in the reciprocal relationship between CMOs:  distribution rules and non-discrimination principle.

Role of CMOs in ensuring cultural diversity:  CMOs and diffusion of works, role of local societies as promoters of national and niche repertoires.  Enhancing the social status of authors, composers and performers in Europe.  Raising awareness and respect for copyright and related rights and their management:  the need to change the attitude of consumers;  managing the good image of CMOs.  Cooperation of European countries with developing countries to promote cultural and social activities.
