Main Findings
Generally speaking, the legal threats and actions by the recording industry against (heavy) individual music sharers were found to have their intended effect: the majority of both substantial (>800 files shared) and non-substantial file sharers (<800 files shared) reduced their file sharing activities, by more than 90 percent and to a third of their original levels, respectively.
However, legal setbacks for the recording industry resulted in an upsurge of file-sharing network usage by users continuing to use these networks. Although the average overall number of files shared appears to have declined somewhat in response to the actions undertaken, music files on peer-to-peer networks still remain abundantly available.
