Main duties
Under the supervision of the Head, Budget Section, the incumbent has the following principal duties:
- assists the Head, Budget Section, in the preparation of the biennial program and budget proposal and the revised and/or supplementary budget proposals of WIPO. This includes drafting internal communications to Program Managers for review and signature of the Head, Budget Section and/or the Chief Financial Officer (Controller), analysis of submissions, costing and preparation of final draft to be submitted to the Program and Budget Committee;
- assists the Head, Budget Section, in monitoring the utilization of the biennial budget in respect of both financial and human resources. This includes the regular review and analysis of (i) exception reports, (ii) post management related reports, (iii) budget utilization reports, as well as (iv) the preparation of forecasts for both income and expenditures; and (v) the review and analysis of WIPO’s monthly, quarterly, annual and biennial financial statements. It further includes coordination with Program Managers and administrative staff, drafting internal communications to Program Managers for review and signature of the Head, Budget Section and/or the Chief Financial Officer (Controller), and preparing standard financial reports and related analyses for senior management based on the reports and data from WIPO’s financial, budget and human resource management systems;
- reviews draft memoranda of understanding for WIPO-administered funds-in-trust with a view to assessing compliance with Financial Regulations and Rules, compliance with relevant internal policies, etc.;
- reviews and authorizes post management related actions and certain types of commitments and disbursements under the regular budget, WIPO-administered funds-in-trust and UPOV within delegated authority, and recommends further action by the Head, Budget Section, or Controller, if a proposed commitment is above delegated level of authority;
- reviews budget adjustments and transfers requested by Program Managers and recommends approval to the Head, Budget Section based on assessment against requirements set out in the Financial Regulations and rules and internal policies;
- maintains files on internal control actions for programs assigned to him/her;
- assists the Head, Budget Section, in preparing the annual/biennial Financial Management Report and financial statements of the Organization, and in responding to queries from the External Auditor;
- assists the Head, Budget Section, in preparing the biennial draft program and budget of UPOV and the budgets of all extrabudgetary projects and funds administered by WIPO;
- performs assigned roles and functions in WIPO’s resource management systems (financial and human resources), in support of and in implementation of the above;
- assists the Head, Budget Section, in new resource management system related and reporting initiatives by undertaking development of specifications for his/her user requirements, user testing and sign-off on related IT developments, implementation tasks and identification of improvement in existing systems; liaises as required, with IT personnel for these activities;
- assists the Head, Budget Section, in any other budgetary, administrative and control matter; and
- performs other related duties, as required.
