Main duties
The incumbent is responsible, under the supervision of the Head of the Processing Service, for organizing and managing the activities of the PCT Processing Section I in the implementation of the tasks of WIPO relating to the administration and running of the Patent Cooperation Treaty (PCT) Operations. The principal functions are:
- supervise and manage the Processing Team Coordinators and the staff to ensure the smooth functioning of PCT Processing Section I, in particular analyze work-related problems, identify issues and propose solutions;
- engage with the Head of PCT Processing Section II, to ensure that the overall working approach of the Processing Service complies with the requirements of the working environment; ensure the synchronization of new and existing processes in the Processing Teams and make proposals to improve the effectiveness of the procedures, modernizing the functioning of the Processing Section within the overall functioning of the PCT Operations Division;
- assist and advise the Head of the Processing Service on any issues concerning PCT Processing Section I, including staff matters; ensure that the staff are motivated to create and develop a good spirit; identify staff career opportunities and deal with challenging situations that may arise, including conflict;
- analyze workload, team composition, staff skill profile and identify IT and PCT training needs, and develop training plans in the Processing Service; cooperate in the quality assurance system;
- coordinate the work of the Processing Teams with the other units of the PCT, in particular the PCT Legal Division, the PCT Document Section, the PCT Translation Service, the PCT Functional Support Section and PCT Information Systems Service;
- make contacts and coordinate with the PCT users and PCT Authorities (PCT receiving Offices and PCT International Searching and Preliminary Examining Authorities) for operation-related matters; be focal point to coordinate, develop and maintain PCT activities in relation to emerging markets;
- participate and/or provide training in seminars and information meetings for users or potential users of the PCT as well as those responsible for implementing the Treaty, by preparing and making written and oral presentations, including preparation of meetings relating to the PCT and in the activities of the Secretariat relating thereto;
- perform other related duties as required.
