WIPO-ASEAN Information Technology Conference and ASEAN PATENTSCOPE Coordinator Meeting

From March 27 to 31, 2023, WIPO, together with the Department of Intellectual Property, Ministry of Industry and Commerce, Lao People’s Democratic Republic (PDR), co-organized a WIPO-ASEAN Information Technology (IT) Conference and ASEAN PATENTSCOPE Coordinator Meeting in Vientiane, Lao PDR, with support from Funds-In-Trust Japan Industrial Property Global (FIT/Japan IP Global). The workshop welcomed 18 officials from IP offices in Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Thailand, Singapore and Vietnam.

The objectives of the event included (i) reviewing the latest improvements in WIPO products and services; and to build capacity and technical skills on WIPO IP Business Solutions and related products to strengthen the capacities of participating IP offices for the development of integrated online business services; ii) deepening the understanding of the WIPO solutions to provide support for business operations and service enhancement; iii) sharing knowledge and review features of WIPO’s new products for the support of customer focused online services, in particular, WIPO Publish and WIPO File; and vi) developing national implementation plans to sustain the data exchange and future service features for the seamless ASEAN PATENTSCOPE data collection.

The event welcomed 18 officials in person who are in charge of IT management or who are IPAS focal points from IP offices in Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Thailand, Singapore and Vietnam.

During the event, WIPO presented a proposal on technical details, and service delivery model for the new ASEAN IP Register service for participants’ consideration. The technical details of the proposal were discussed, and participants expressed a great deal of interests in the service and how it could benefit their respective offices in addressing the challenges in IP data exchange.

Among key outcomes of the event

ASEAN IT group agreed to establish ASEAN IP Register Task Force, meeting 4 times per year (2 virtual and 2 in-person), subject to available resources. The first virtual meeting will be organized in September and the first in-person meeting will be organized in November during the 71st meeting of ASEAN Working Group on Intellectual Property Cooperation (AWGIPC) in Lombok, Indonesia. Ms. Dede from Indonesia was appointed as taskforce leader and each ASEAN Member State (AMS) is requested to nominate one taskforce member for future meetings.

The objectives of ASEAN IP Register platform are:

  • to build one single source of ASEAN IP collections with update-to-date information on legal statuses;
  • to streamline the data quality control and correction processes from sources, namely AMS IP Offices using WIPO IPAS or other national IP administration systems; and
  • to allow AMS IP Offices to share from this platform the same IP collections to other international organizations.
