I just read most of the RFC3 and I have a few comments.
Various places it is noted that some restrictions should be imposed on what type of names can be registered, I believe this to be a bad idea for several reasons.
A name may be registered that is highly offensive to a certain group of people but not at all offensive to other groups - should that name be disallowed just becourse a certain group of people find it offensive? I do not think so.
Another case may be a name that has different meanings in different languages - if I register a name that, in my native language, is not at all offensive but is highly offensive in some other language, should I be allowed to register the name? I believe so, yes.
Regarding Paragraph 43 question (i) :
I do not believe that INNs (or other type of names) should be protected against registration as domain names. I believe it sets a bad practice since then other special names will recieve protection at a later point and at some point it will go too far and too few names will be available for public use.
